Debate on Bill 28 – Metro Vancouver foreign buyer property tax

Selina Robinson debates Bill 28, the Miscellaneous Statutes (Housing Priority Initiatives) Amendment Act, 2016 and speaks about the lack of affordable housing and its impact on her constituents of Coquitlam-Maillardville.

This piece of legislation does the following:

  • introduces a 15% property transfer tax for foreign nationals who purchase property in Metro Vancouver
  • creates a provincial housing and rental program fund with an initial $75 million investment
  • ends real-estate industry self-regulation, and
  • amends the Vancouver Charter to give the city legal authority to implement a vacancy tax
